Previously, Bill spent ten years working with United Methodists from across the United States building grassroots movements on the issues of defending the rights of immigrants, ending mass incarceration and ending gun violence.
In 2008, Bill earned his doctorate in Missiology from Asbury Theological Seminary in Wilmore, Ky. The focus of Bill’s dissertation was mobilizing the affluent church to political advocacy on behalf of refugees as a means of mission, moving toward the development of a liberation theology for the affluent. Bill earned a masters of divinity degree in 1998, also from Asbury Theological Seminary, and a B.S. from McMurry University in Abilene, Texas, in 1990.

Bill is married to Marti, who is a substance abuse counselor with the county of Arlington, Va., and has two boys, Eli and Isaiah. Bill is a member of Culmore United Methodist Church and is a long-suffering Browns and Cubs fan.
